1798 Tax Assessment for northern New York

A Federal act dated 14 July 1798 ( 1 Stat. 597) imposed the first direct tax of the United States Government on its citizens. A previous, related act dated 9 July 1798 (1 Stat. 580) provided for the evaluation of lands and dwelling houses and the enumeration of slaves. The resulting lists contained the names of those throughout the country who owned real property or slaves together with a variety of additional detail. The assessments were made "with reference to" 1 October 1798 by the Commissioners, under the direction of the Secretary of the Treasury. The states were divided into divisions and the divisions into assessment districts. In New York state Benjamin Mooers was appointed principal Assessor of the Seventh Assessment District in the Sixth Division with Rueben D Arthur, Caleb Nichols, William Beaumont as Assistants Assessor. These appointments were made by the Commissioners the United States: Ch. Nukerck, Moss Kent, Comfort Tyler, James Watson, Selah Strong, Peter Cantine Junr., James Gordon, and St. V. Bayard.

Unfortunately, the list generated by these acts have nearly all been lost or destroyed. The National Archives does have 717 volumes of lists and related material, reproduced on 24 rolls of microfilm, for the Commonwealth of Pennsylvania. The lists For Massachusetts lncluding Maine and southern New Hampshire, are to be found in the collections of the New England Historic Genealogical Society in Boston Those for the State of Maryland are in the care of the Maryland Historical Society in Baltimore, while a few lists and contemporary copies of lists for Georgia are in the custody of the Department of Archives and History in Atlanta. The catalog of the Vermont Historical Society contains an item in the James Whitelaw Papers (Mss. 29 #9): General List of all dwelling houses owned or occupied on 10/1/1798 in Ryegate and Groton, and their location. There are also (Mss. 32 #6); A General List for Ryegate in the U. S. Direct Tax in 1798 and (Mss. 32 #8): James Whitelaw's return as Commissioner of the Third Division covering extra lands owned by residents or Peachem outside the town for the U. S. Direct Tax of 1798 in the towns of Orange, Billymead (Sutton), Westmore, Brighton, Walden, Wheelock, Treemsbro, Danville, Cabot, Elmore, New Haven, Groton, Barnet, Belton, Newton, Conn., Haverhill, N. H., Coventry, N. H., Landolf, N H., Harrison Co., Va., Susquehanna, Pa., Barre, Vt.

No lists related to the 1798 acts are known to have survived for New York except a set found nearly a century ago in the Benjamin Mooers papers and printed in the "Historical Department" of the Plattsburgh REPUBLICAN for the fall and winter of 1898-9 and the- spring of 1899. Another item in this department speaks of the Gen. Benjamin Moors papers, "which have been in charge of his grandson T. W. Moore of New York City, who has now transferred them to the custody of Gen. G. F. Nicho1s "

It is possible the original lists still exist, but so far they have not been located. Their only known copy is the one printed in the Plattsburgh REPUBLlCAN, which has been microfilmed at least twice; one microfilm set is found in the Plattsburgh Public Library and the other in the New York State Library, but in both microfilmings some pages holding this information are unreadable due to poor contrast of the original or movement during microfilmirg which blurred the frame. The only original copies of the papers known are held by the State Library, but they are too brittle for either examination or reproduction at this point. It is only with the greatest difficulty that I found in scrapbook collections the missing pieces. Since it has been so hard to obtain even one complete copy of the list-, it is advisable to reprint them for those interested in Northern York within a dozen years or so of its settlement.

A particular List or Description of each dwelling house , with the outhouses appurtenant thereto and the lot on which the same are erected not exceeding two acres in any case, were owned, possessed or occupied on the first day of October 1798, in the town of Champlain being within the seventh Assessment District in the sixth Division in the State of New York and exceeding in value the sum of one hundred dollars.

John Douglass, No. 1, owner and occupant of a house on the lake shore, adjoining Nathaniel Douglass Esq.; wood house 20 by 18 feet, 1 ½ stories high, two windows 4x2 ½ feet, and one 3 ½ feet, also one log kitchen 32x12 feet. House "New and Midling state of repair"; two acres of land, value $200.

Nathaniel Douglass Esq., No.6, owner and occupant of a wood house 44x20 ft., one story, three windows, 2 ¼ x 2 ft., and two 3 ½ x2 ½ each, on the lake shore adjoining Murdock McPherson, (?), house "old in Tolerable repair"; also log kitchen, 32x12; value $130.

Pliny Moor, No. 2, Owner and occupant of a wood house 40x30 ft., 1 ½ stories, located "on the north Bank of the Great river Chazy," seven windows 4x2 ft., one 3 ½ x2 ft., one 2x2 ft., two 3 1/3x1 ½, two 1 1/3x1 ½, and one 3x 2/3 ft.; house "Old in Tolerable Repair. also "1 Stone smoke & ash house 14x8, 1 wood N Y house 8x6, 1 Wood Goose house 14x12." One acre, value $600.
